The Comics Code Authority was established in 1954 by the Comics Magazine Association of America in response to a growing concern by parents that comic books were the cause of juvenile delinquency. It was created as an alternative to government regulations, allowing the industry to police itself. In the early 2000s, Marvel Comics abandoned the Code, deciding to creature its own rating system. The Comics Code Authority was officially rendered defunct in January 2011, when both DC Comics and Archie Comics stopped using the code.

Policemen, judges, Government officials and respected institutions shall never be presented in such a way as to create disrespect for established authority.

The Disappearance of the Catwoman
The Catwoman had been a regular foe of Batman's since her first appearance in Batman #1. While not appearing as frequently as the Joker, she did pop up in at least 19 stories between 1940 and 1954, so roughly once a year the readers could count on another Catwoman story. But Detective #211's The Jungle Cat-Queen was her final appearance for almost a dozen years.

What happened? I suspect that part of it was that the Catwoman was objectionable to the Comics Code Authority. Not only was she an attractive criminal, but she frequently got away from Batman (although not with her ill-gotten gains), as in this final sequence from that story:

Seduction and rape shall never be shown or suggested.

I didn't know much about the Comics Code until recently. I was reading a big fancy edition of Alan Moore's run of Swamp Thing comics, and the intro discussed how Moore's Swamp Thing was the first time a major comic by a major publisher had bypassed the code and still managed to get stocked.

This would have been in maybe 1983, I guess, and from the info you posted here, it sounds like the code managed to limp through a few more years.

They had a similar code for the movies. I remember the first movie I ever saw when the "bad guys" got away with the loot from their heist (and enjoyed it) was "The Ballad of Waterhole #3" in 1967.
Ocean's Eleven came close in 1960. They got away with the heist, but all the money, except for a payment to one man's widow, was cremated, so no one profited from it.
